And Moses assembled all the congregation of the children of Israel, and said unto them: ‘These are the words which the LORD hath commanded, that ye should do them.

What's bothering Rashi?

The verse says Moses assembled the congregation, yet a single man cannot physically gather a whole nation with his hands. How does the verb form account for this?
